I made HanCam (disclosure: it is my app). Point the camera at printed Chinese and it shows the characters, the pinyin with tone marks and the meaning in your phone's language. Everything runs on the device: Apple's Vision for text recognition and Apple's on-device translation, so it works offline and nothing is uploaded. draw your own reading area, pinch to zoom, Copy All and Share, and the app in 12 languages.
